Photos and Videos only count if they are uploaded through the Camera Upload feature.The 3GB is permanent and can be used for other files if you choose to remove the photos and videos later.
Your Dropbox will expand by 500MB for every additional 500MB of Photos or Videos uploaded through the “Camera Upload” feature until you reach 3GB total.500MB is awarded for the first photo you upload using the “Camera Upload” feature.
